Seal of Our United Kingdom of Great Britain and Ireland, also bearing date at Westminster the fifteenth day of December One thousand eight hundred and forty seven, in the eleventh year of Our Reign, constitute and appoint, Our trusty and well beloved SAMUEL GEORGE BONHAM, Esquire, now Sir SAMUEL GEORGE BONHAM, Baronet, Knight Commander of the Most Honorable Order of the Bath, Chief Superintendent of the Trade of Our Subjects, trading to and from the Dominions of the Emperor of China, to be Governor and Commander-in-Chief, in and over Our said Colony of Hongkong, and of its Dependencies, for and during Our Royal Pleasure. Now KNOW YOU, that We have revoked and determined, and by these presents, Do revoke and determine, the said last recited Letters Patent, and every clause article and thing therein contained. And further know you, that We reposing especial trust and confidence in the prudence, courage and loyalty, of you the said JOHN BOWRING, of Our especial grace, certain knowledge, and mere motion, Have thought fit to constitute and appoint, and do hereby constitute and appoint you the said JOHN BOWRING to be the Governor and Commander-in-Chief in and over Our said Colony of Hongkong and of its Dependencies, and of all forts and garrisons, erected and established within the said Colony for and during Our pleasure. And We do hereby require and Command you the said JOHN BOWRING to do and execnte all things that shall belong to your said Command and the trust We have reposed in you, according to the several powers and directions granted to or appointed to the Governor of Our said. Colony of Hongkong and of its Dependencies in and by the said first recited Letters Patent of the fifth of April, One thousand eight hundred and forty three, and the instructions under Our Signet and Sign Manual accompanying the same or according to such further powers, instructions and authorities, as shall from time to time and at any time thereafter be granted or appointed you, under Our Signet and Sign Manual, or by Our Order in Our Privy Council, or by Us through one of Our principal Secretaries of State. And We do hereby require and Command, all Officers and Ministers, Civil and Military, and all other the inhabitants of Our said Colony of Hongkong and of its Dependencies, to be obedient aiding and assisting to you the said JOHN BOWRING in the execution of this Our Commission, and of the powers and authorities herein contained. In Witness whereof We have caused these Qur Letters to be made Patent. Witness Ourself at Westminster, the eleventh day of January in the seventeenth year of Our Reign.

of the Island of Hongkong.

VICTORIA, by the Grace of God of the United Kingdom of Great Britain and Ireland Queen, Defender of the Faith,-To Our well beloved JOHN BOWRING, Esquire, Governor and Commander-in- Chief in and over Our Island of Hongkong, and in the event of your absence, the Officer administer- ing the Government of our said Island for the time being, Greeting: We, confiding very much in your Care, Fidelity, and Circumspection in this behalf, do by these presents, which are to continue during Our pleasure only, ordain, constitute, and depute you, the said JOHN BOWRING, Our Governor and Commander-in-Chief aforesaid, or in the event of your absence, the Officer administering the Government of Our said Island for the time being, Our Vice-Admiral, Commissary, and Deputy in the Office of Vice-Admiralty in Our said Island of Hongkong aforesaid, and Territories thereon de. pending, and in the Maritime parts of the same and thereto adjoining whatsoever, with power of tak- ing and receiving all and every the Fees, Profits, Advantages, Emoluments, Commodities, and Ap- purtenances whatsoever due and belonging to the said Office of Vice-Admiral, Commissary, and Deputy in Our said Island of Hongkong, and Territories dependant thereon, and Maritime parts of the same and adjoining to them whatsoever, according to the Ordinances and Statutes of Our High Court of Admiralty of England: Aud We do hereby commit and grant unto you, the aforesaid JOHN BOWRING, Our Governor and Commander-in-Chief aforesaid, or in the event of your absence, the Officer administering the Government of Our said Island, for the time being, Our Power and Authority in and throughout Our Island of Hongkong aforesaid, and Territories thereof, and Maritime parts whatsoever adjacent thereto, and also throughout all and every the Sea Shores, Public Streams, Ports, Fresh Waters, Rivers, Creeks, and Arms as well of the Sea as of the Rivers and Coasts what- soever of Our said Island of Hongkong, and Territories dependant thereon, and Maritime parts of the same, and thereto adjacent, as well within Liberties and Franchises as without, To take cognizance of and proceed in all Causes, Civil and Maritime, and in complaints, Contracts, Offences, or Suspected Offences, Crimes, Pleas, Debts, Exchanges, Accounts, Charter Parties, Agreements, Suits, Trespas- ses, Injuries, Extortions, and Demands, and Businesses Civil and Maritime whatsoever, commenced or to be commenced, between Merchants, or between owners and Proprietors of Ships and other Ves- Fels, and Merchants or others whomsoever, with such Owners and Proprietors of Ships, and all other Vessels whatsoever employed or used within the Maritime Jurisdiction of Our Vice-Admiralty of Our said Island of Hongkong, and Territories depending on the same, or between any other Persons whomsoever, had, made, began, or contracted for any Matter, Thing, Cause, or Business whatsoever, done or to be done within Our Maritime Jurisdiction aforesaid, together with all and singular their Incidents, Emergencies, Dependencies, annexed and connexed causes whatsoever, wheresoever, or howsoever, and such Causes, Complaints, Contracts, and other the premises above said, or any of them, which may happen to arise, be contracted, had, or done, To hear and determine according to the Rights, Statutes, Laws, Ordinances, and Customs, anciently observed. And Moreover, in all and singular Complaints, Contracts, Agreements, Causes, and Businesses, Civil aud Maritime, to be per- formed beyond the Sea, or contracted there, howsoever arising or happening, and also in all and sin- gular other Causes and Matters which in any manner whatsoever touch, or any way concern, or an- ciently have or do or ought to belong unto the Maritime Jurisdiction of Our aforesaid Vice-Admiral-
