these Regulations and all such cases not coming within the juris- diction of the Three Treaty Consuls, are to be referred to the local Chinese Authorities.

7th,-Pilots shall be responsible for the faithful and complete discharge of their duty; and any misconduct, either from ignorance, incompetency, wilful heglect, or otherwise, being proven, shall entail a forfeiture of the offender's License, in addition to any other liability he may have incurred by the laws of his own country.

8th,-The foregoing Regulations to take effect on and after the 10th day of December, 1855.

PILOT REGULATIONS. following Rules and Regulations for the government of Native and Foreigi, at the Port of Shanghae, are hereby and made binding by His Excellency Chaou, Superintendent stoms, in communication with the Consuls of the Three

Powers:

-A Board shall be appointed by the three Consuls, sanction- His Excellency Chaou, consisting of not less than three, nor han five, Shipmasters, with whom a Naval Officer shall be ted if required, before whom all persons wishing to become shall appear for examination.

A Certificate of Competency from a majority of said Board eposited at his Consulate, shall entitle the person therein In all cases where the Nationality to a License as a Pilot. Applicant is other than one of those Nations in Treaty with his Certificate from the Board of Examiners must be deposit- the Senior Consul, who will obtain for him the necessary

-Every Pilot-boat is to hoist a red and white Flag horizontal, ch the Number of his Boat shall appear in black.

-The Rates of Pilotage shall be by the water the ship draws,

· ›m Gutzlaff, $5.00 per Foot; from Beacon-ship, $4.00 per Foot; y point outside Woosung, but inside Beacon-ship, $3.50 per from Woosung to Shanghae, $3.00 per Foot. The same of Pilotage are allowed for Vessels outward bound.

-Every Pilot on boarding a ship shall produce for the ion of the Master his License as a Pilot.

-All persons acting as Pilots without a License as herein nd prescribed, shall have no claim for services rendered, and be with by their own Consuls according to Law, for violating
