shall recommend to the Lords Commissioners of the Admiralty that Half the Rates specified shall be paid to such Masters, or Seconď Masters in charge, who can dispense with the services of Native Pilots, during the continuance of the present operations.
All Masters or Second Masters in charge who consider themselves qualified to act as Pilots for the Canton River, are to report their Names to me, through their commanding Officers.
