Diplomatic Department. -
Leave of Absence having been granted Mr VICE-CONSUL SINCLAIR, His Excellency Her Majesty's Plenipo tentiary and Chief Superintendent of Trade, &c., &c., &c., has been pleased to appoint, pending reference to Her Majesty's Government, Mr THOMAS Taylor Meadows, Acting Vice-Consul in Charge at the Port of Ningpo.

The usual ScPPLEMENTARY Mail will be made up the following Morning from 9 to 11 o'clock a.M., for a late fee of Sixpence; and from 11 o'clock a.m. to 12 o'clock, for a late fee of One Shilling,-after which hour no letters will be received.
Letters posted between the hours of 11 and 12 o'clock, must be prepaid.
