I, the undersigned, Rear-Admiral, Commander-in-Chief of the Naval Forces of His Majesty The Emperor of the French in the China and India Seas:
After coming to an understanding with The High Commissioner of His Imperial Majesty on the pending difficulties between the Government of France and that of China, on the means of terminating them, on the Resolution of the Governments of France and England, to proceed by common action for the reparations which are due to them, and iu virtue of the Powers appertaining to me as Commander-in-Chief,—
DECLARE:
From the the Twelfth of the current Month, the River and Port of Canton and their Outlets will be held in a state of effective Blockade, by the Naval Forces placed under my command, acting in concert with the. Naval Forces of Her Britannic Majesty. Any Vessel attempting to violate the Blockade will be proceeded against according to International Law, and the Treatics in force with
Neutral Powers.

A Written Declaration of the Contents and Value of the Packages for the Overland Route is required the Egyptian Government, and must be delivered the Shipper to the Company's Agents with the ls of Lading or with Parcels; and the Company do Pt hold themselves responsible for any Detention or indice which may happen from incorrectness on such declaration.
