GOVERNMENT NOTIFICATION.

Diplomatic Department.

In consequence of a Communication received from The Right Reverend The Lord Bishop of Victoria, stating that uneasiness had been caused to Parties whose Marriages in China had not been celebrated at British Consulates, His Excellency Her Majesty's Plenipotentiary, for the purpose of removing such uneasiness, and for the information of all concerned, publishes the following, Despatch from the Earl of Clarendon, dated March 17th, 1853, addressed to SIR GEORGE Bonham.

SIR,-I have referred to the Law Advisers of the Crown the question as to the Validity of Marriages between British Subjects at Shanghae, solemnised otherwise than according to the Provisions of the Act of the 12th and 13th Victoria, c. 68, which formed the subject of Dr Bowring's Despatch No. 167, of the 30th of November; and I have now to acquaint you that, even if no such Act as that of the 12th and 13th Victoria, c. 68, were in existence, Marriages between British Subjects performed by any Minister of the Church of England, in any British Chapel or elsewhere at Shanghae, would be good.

The grounds on which this conclusion is arrived at are, that on principle and on authority such Marriages would have been good at Common Law; and inasmuch as the English Marriage Acts do not extend to China, and as it is a country which has no local Law of Marriage, they will be good in that country. The 21st Section of the Article ́of 12th and 13th Victoria, c. 68, prevents their validity from being in anywise affected by that Statute.

The object of that Statute was to facilitate and not to impede the Marriages of British Subjects abroad; and, in order thereto, to provide for the celebration of such Marriages by the Consul where there might be no Minister of the Church of England, or where the Parties might not choose to have recourse to such a Minister. The Legislature did not thereby intend to invalidate, nor has it thereby invalidated, Marriages which would have been valid independently of that Statute.—I ́am, &c.,

A Written Declaration of the Contents and Value of the Packages for the Overland Route is required by the Egyptian Government, and must be delivered by the Shipper to the Company's Agents with the Bills of Lading or with Parcels; and the Company do not bold themselves responsible for any Detention or Prejudice which may happen from incorrectness on such declaration.
