PROCLAMATION.

By His Excellency SIR HERCULES GEORGE ROBERT ROBINSON, Knight, Governor and Commander- in-Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same.

Whereas the Commands of Her Most Gracious Majesty The QUEEN, conveyed through His Grace The Duke of Newcastle, Principal Secretary of State for the Colonies, have been received, approving of and confirming the following Ordinances; namely:-

No. 4 of 1859, entitled-"An Ordinance to apply a Sum not exceeding Ninety Thousand

Pounds to the Public Service of the Year 1860;"

No. 5 of 1859, entitled-“An Ordinance to authorize the appropriation of a Supplementary

Sum not exceeding Four Thousand Pounds to defray the charges of the Year 1859:"- Now, therefore, it is hereby declared, that the said Ordinances have been so approved and con- firmed, as aforesaid.

GOVERNMENT NOTIFICATION.

It is found necessary again to call the attention of Owners, Agents, and Masters of Ships to Govern- ment Notifications No. 104 of 12th November, 1859, and No. 25 of 28th February last, and to repent, that all Transfers, Endorsements, and other Transactions connected with the Registry of Ships, under the Merchant Shipping Act, 1854, are now effected at the Harbor Master's Office, in place of the Colonial Secretary's Office, as previously to the date first above-named.

Whereas carly this morning the Police Constables ADO ANTONIO DA ROCHA, and Joaquim Maria, while in the execution of their duty, were wilfully murdered by a Gang of Chinese Burglars in or near Jervois Street in this City :-

Notice is hereby given, that A FREE PARDON and A REWARD OF FIVE HUNDRED DOLLARS will be given to any Person,--the actual Perpetrators of the Murders excepted,-who shall give such information as shall lead to the apprehension and conviction of one or more of the Guilty Parties.
