The subjoined Proclamation, issued at Kowloong by Order of His Excellency The Lieutenant- General Commanding-in-Chief Her Majesty's Land Forces in China, is published for general informa. tion.

By LIEUTENANT-COLONEL MACMAHON, 44th Regiment, Commanding the British Detachment on the Kowloon Peninsula. In consequence of the injury resulting to British interests by Tseem-sha-tsung and its neighborhood having been allowed to become a resort for pirates and outlaws His Excellency the Governor General of the two Kwang has now effected an ar- rangement with the British Authorities by which all that part of the Kowloon peninsula lying South of a line drawn from a point near to but South of the Kowloon Fort to the Northern-most point of Stone-cutter's Island, together with that Island is leased to the British Government in order that it may be placed under their control.
The undersigned, having now occupied the said site with the detachment under his command by order of the Lieutenant General Commanding-in-Chief, with directions to prevent settlers coming there in future, while at the same time protection is to be extended to all orderly people already located there, hereby issues the following Notice for the information and guid- ance of all the inhabitants of the said locality.
Be it known to you that all the old inhabitants of this site, who are indeed orderly people, will be allowed to live there for the present and follow their various occupations as heretofore, but no new comers will be permitted to settle there, and stringent measures will be taken to prevent its becoming as heretofore a resort for thieves and outlaws, who are hereby warn- ed that they will be proceeded against with severity if they attempt to conceal themselves within the above-mentioned limits.
