PROCLAMATION.
By His Excellency SIR HERCULES GEORGE ROBERT ROBINSON, Knight, Governor and Commander- in-Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same.
Whereas the Commands of Her Most Gracious Majesty The QUEEN, conveyed through His Grace The DUKE OF NEWCASTLE, Principal Secretary of State for the Colonies, have been received, approving of and confirming the following Ordinance, namely :-
No. 5 of 1861, entitled-“An Ordinance to authorize the appropriation of a Supplementary Sum not exceeding Twelve thousand and fourteen Pounds to defray the charges of the Year
"" 1861:
Now, therefore, it is hereby declared, that the said Ordinance has been so approved and confirmed, as aforesaid.

The Governor has been pleased to direct the publication, for general information, of the following Despatch from His Grace the Secretary of State, confirming the conclusion arrived at by the Executive Council at the termination of the Civil Service Abuses Inquiry.

SIR,I have to acknowledge the receipt of your Despatch of the 16th December last No. 220 forwarding the Minutes of the Commission of Enquiry into the conduct of certain Public Officers in Hongkong.
I am of opinion that it would have been impossible for the Commission to have arrived at any other conclusion than that Mr. Caldwell ought to be dismissed from the Public Service, and you will accordingly cause his dismissal to be publicly notified.
