GOVERNMENT NOTIFICATION.
The subjoined Rules and Regulations for the Hongkong Volunteers, having been confirmed by His Excellency the Governor, are published for general information.

RULES AND REGULATIONS.

1. The Name of the Corps shall be the "Hongkong Volunteers" and the Corps Motto shall be, "Cælum non animum muto."
2. The Corps having been raised under the Ordinance of the Governor His Excellency Sir Hercules G. R. Robinson, Knight, No. 2 of 1862, the Members are subject to the conditions of that Ordinance, which is hereto annexed.
3. Any Member can quit the Corps on giving in writing Fourteen Days previous notice to the Commanding Officer of his intention so to do; provided always that the Corps be not on active service at the time, provided also that all Arms, Accoutre- ments, &c., the property of Her Majesty or of the Corps, shall have been delivered up in good order and condition, (fair wear and tear excepted,) and that all subscriptions, fines, and arrears shall have been paid up. The Commanding Officer to have the power, if he thinks fit, to dispense with the fourteen days' notice, on good reasons being shewn.
4. The Corps shall consist of Effective and Honorary Members, the latter having all the privileges of the Corps, as regards use of Rifle Butts, Targets, competing for Prizes, &c., on an Annual Subscription of $25, payable in advance. The Honorary Members to have no voice in the regulations or arrangements of the Corps.
5. The Entrance Fee for all Members, except Honorary Members, shall be $5, with a Monthly Subscription for

payable in advance. No Member to be considered effective who does not attend, properly armed and accoutred, at the muster or exercise of his Corps an aggregate number of 24 days in the year, and who is not certified to as having passed his drill.
6. Any Gentleman wishing to join the Corps, as an Effective or Honorary Member, after the 1st June 1862, must be pro- posed by Two Effective Members, and be admitted on the approval of the Commanding Officer.
7. "The Commanding Officer is solely responsible for the discipline of the Corps, and it shall be lawful for him at any time to assemble a Court of Inquiry, consisting of seven Effective Members-one at least to be an Offices for the purpose of investi- gating any charge of irregularity, and assisting him in coming to a conclusion upon it. And any Non-Commissioned Officer or Gunner who shall be proved by a majority of such Court to have done any act which may injure the harmony or reputation of the Corps, shall be liable, at the discretion of the Commanding Officer, to a Fine not exceeding $20, and reprimand or 'ex- pulsion. Any Member who may be expelled shall forfent all interest in the Corps. There shall be no appeal from the sentence; and any inquiry in reference to an Officer shall be made by a Court of Nine Effective Members-Two, if available, to be Off- cers--the proceedings and finding of such Court to be forwarded by the Commanding Officer to the Governor, if the sentence be severer than a fine or reprimand, for His Excellency's confirmation, approval, or otherwise.
8. The Senior Officer in command of the Corps shall have power, subject to the approval of the Commanding Officer, to inflict Fines for minor offences, as follows, viz:-
a For discharging the rifle accidentally, $1.
b For pointing the same, loaded or unloaded, at any person, except in the discharge of his duty, $5.
e For being found with a loaded rifle in uniform, and when not on duty, or at target practice, $5.
d For firing a rifle when in uniform, after the Corps has been dismissed parade, $1.
e For firing during practice from a point not ordered as a practising station, $1.
For non-attendance at parade or drill, when saumoned by the Commanding Officer, within ten minutes of the time
appointed, unless satisfactory cause of absence be shown, $1.
For making improper use of his sword or bayeget, $1.
For talking in the ranks, for each offence, 50 cents.
9. All Officers to have power to inflict Fines not exceeding $1, subject to the approval of the Commanding Officer.
10. Effective Members are permitted to wear their uniform at any time, but when so doing will be strictly subject to the Rules and Regulations of the Corps, and will be always considered as if on duty,

11. All Fines imposed on Members of the Corps shall be entered in a book kept by the Commanding Officer for that pur- pose, and shall be collected during the first week of every month succeeding that in which they have been incurred, and shall
