PRESENT:

His Excellency the GOVERNOR and all the Members, except the CHIEF JUSTICE and the ATTORNEY GENERAL, absent on Judicial business.

The Council met to-day by special Summons.

The Minutes of the Council held on the 29th June last, were read and approved.

Read a first time a Bill, entitled "An Ordinance to authorize the appropriation of a Supplementary Sum not exceeding Twelve thousand and Fourteen Pounds to defray the charges of the Year "1861";-

And the Standing Orders being suspended, the said Bill was read a second time,-

And the Council went into Committee upon the Supplementary Estimates for 1861. The following Votes were then agreed to:----

The Appropriation Bill being in accordance with the foregoing Votes, the Governor put the Question,--

That this Bill do pass, and that the Title be-"An Ordinance to authorize the appropriation of Supplementary Sum not exceeding Twelve thousand and Fourteen Pounds to defray the charges of the Year 1861.”

Question put and carried,--the Ordinance being numbered "No. 5 of 1861."

Read Despatch, No. 104 of 24th October, 1861, from the Secretary of State, announcing the grant of a retiring Pension to Mr. William Chapraan, late Postmaster General of Hongkong, at the rate of £146.13.4 per annum.
