The following Circular Despatch.from the Right Honorable The SECRETARY OF STATE FOR THE LONIES, relating to the reception in British Ports of Ships of War belonging to either of the arties to the Civil War in North America, is published for general information.

SIR,-With reference to my Predecessor's Circular Despatch of the 1st of February, 1862, I have now the honor to nsmit for your guidance, a Copy of Letter from Earl Russell, stating that Her Majesty's Government have determined no rer to enforce certain Orders there referred to, and set forth in his Lordship's previous Letter of the 31st of January, 1862, ting to the reception in British Ports of Ships of War belonging to either of the parties to the Civil War in North Ainerica. You will not fail to guide yourself in conformity with this decision.-I have the honor to be, Sir, Your most obedient umble Servant,

SIR, I have the honour to acquaint you that, in the existing state of the Civil War in America and the uncertainty hich may be felt as to its continuance, it appears to Her Majesty's Government that the time has arrived for ceasing to force so much of the Orders which, in pursuance of my letter of the 31st of January, 1862, were issued by the several partments of Her Majesty's Government, as empowered the authorities of any Port belonging to Her Majesty, either in United Kingdom or in the Channel Islands, or in any of Her Majesty's Colonies, or Foreign Possessions or Dependencies, require any Ship of War or Privateer of either Belligerent which might enter any Port, Roadstead or Waters belonging to Mar Majesty, in order to obtain provisions or things necessary for the subsistence of her crew, or to effect repairs, to put to as soon as possible after the expiration of a period of twenty-four hours, without permitting her to take in supplies beyond hat might be necessary for her immediate use; and not to suffer any such vessel as might have been allowed to remain thin British Waters for the purpose of repair, to continue in any Port, Roadstead or Waters belonging to Her Majesty, for a longer period than twenty-four hours after her necessary repairs should have been completed, and also so much of the same lers as limited the quantity of coal and the period within which it might be obtained, to be embarked on board any such ship of War or Privateer of either Belligerent.

I have addressed a similar letter to the Secretaries of State for the Home, War, and India Departments, to the Lords Commissioners of Her Majesty's Treasury, and to the Lords Commissioners of the Admiralty.-I have &c.,

The Colonial Treasurer having reported since the Publication of the Government Notification No. 98) of 24th June last relating to Police and Lighting Rates that the whole of the European Fotices of Police and Lighting Rates due for the Quarter ending 30th September next have already teen served upon the Occupiers of Tenements liable thereto: It is hereby notified that His Excellency the ACTING GOVERNOR has been pleased with a view to avoiding the delay that would ensue if fresh otices were served upon the Owners of such Tenements to suspend the Action of the Government Notification above referred to until the 1st day of October next from which date the said Notification will

come into force.
