For the information of the Community His Excellency the GOVERNOR 'directs the publication of the following Petitions on the subject of the proposed Limited Liability Ordinance, which were this day placed before the Legislative Council of the Colony.

Governor of the Colony of Hongkong.
The Humble Petition of the undersigned, Members of the HONGKONG GENERAL CHAMBER OF COMMERCE, Humbly Sheweth:
That whereas it has come to the knowledge of your Petitioners that on the second reading of the Draft Ordinance, entitled The Limited Liability Ordinance of 1864, the said Draft Ordinance was thrown out in the Legislative Council assembled on Thursday the 2nd Instant: A very numerously attended Meeting of the Members of the Hongkong General Chamber of Commerce was held upon the 9th Instant for the purpose of fully ascertaining the views of the Commercial Community upon the subjects of which the said Ordinance treats, when the following Resolutions were almost unanimously carried, to say:
Resolution 1.-That this Meeting views with extreme regret the rejection by the Legislative Council of the Companies' Ordinance of 1864 believing that the operation of the principle of Limited Liability of Shareholders in Joint Stock Companies is essential to the general interests of this Colony, and this Meeting therefore resolves that a Petition, to be signed by the Members of this Chamber be presented to His Excellency the Governor, praying that he will be pleased to again introduce the said Ordinance, laying before the Council the Petition as an expression of the opinion of the Mercantile Community of this Colony and of their desire that the said Ordinance be passed.

Resolution 2.-That the Committee of the Chamber of Commerce be authorized by this Meeting to draw up the proposed Memorial, to submit the same for signature to the Members, and to lay it before His Excellency the Governor with all convenient speed.
Resolution 3.—That this Meeting is impressed with the belief that the general Public other than the Members of this Chamber are deeply interested in the proposed Ordinance being carried out, and the Meeting therefore resolves that a similar petition be left open to the Public for signature.
Your Petitioners are deeply impressed with the conviction that the said Ordinance will be the means of developing the general prosperity of the Colony by promoting undertakings not open at present to Individuals or Mercantile Firms, and they are also of opinion that its action would lead to the retention within this Colony of a large portion of the wealth now usually withdrawn by Capitalists, who, from an absence of the security afforded by the Law of Limited Liability are compelled to seek investment elsewhere.
