328 THE HONGKONG GOVERNMENT GAZETTE, 5TH SEPTEMBER, 1868.
10. If the delay in the issue of Passes, &c., is as great and the consequences are as deplorable as has been represented to His Excellency, the remedy for it is simple. More books and more clerks will meet this difficulty.
11. I however suggest that another Chinese writer, at a salary of $25 per mensem, be added to the Establishment. This will hasten the entries in the books.
12. I also suggest that if any further complaints are made in connection with this Department, the complainants be requested to commit their statements to writing, that I may be able to make a thorough investigation and bring what is now very mysterious and dark into the broad light of day.-I have the honor to be, Sir, your most obedient Servant,

Harbor Master, &c.
