By His Excellency SIR RICHARD GRAVES MACDONNELL, Knight, and Companion of the Most Honorable Order of the Bath, Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same.

Whereas the Commands of Her Most Gracious Majesty The QUEEN, conveyed through His Grace the Duke of BUCKINGHAM and CHANDOS, Her Majesty's Principal Secret y of State for the Colonies, have been received, approving of, and confirming, the following Ordinances, namely:-

No. 12 of 1867, entitled-An Ordinance enacted by the Governor of Hongkong, with the Advice of the Legislative Council thereof, to explain Ordinance No. 9 of 1866, and to extend the Powers of the Supreme Court for Suppression of Piracy;

No. 13 of 1867, entitled-An Ordinance enacted by the Governor of Hongkong, with the Advice of the Legislative Council thereof, for the more effectual Protection of Her Majesty's Naval and Victualling Stores, and for the Regulation of Pawnbrokers' Licenses: Now, therefore, it is hereby declared, that the said Ordinances have been so approved and confirmed, as aforesaid.

CIRCULAR.

DOWNING STREET, 17th December, 1867.

SIR, I have the honor to transmit to you a copy of a Letter addressed to this Department by desire of the Postmaster- General forwarding a copy of the new Contract with the Peninsular and Oriental Steam Navigation Company for the convey- ance of the India and China Mails, and also a copy of the Time Table shewing the movements of the several Packets.

The Letter from the Post Office shews so clearly the manner in which the Colony under your Government is affected by the new arrangements, that I need only refer you to it, and leave you to make the Public fully aware of them.

This Contract will commence on the 1st of February next.--I have the honor to be, Sir, Your most obedient humble Servant,
