GOVERNMENT NOTIFICATION.

Tenders for the supply of Provisions and other Articles required for the use of Victoria Gaol from 21st November, 1869, to the 20th November, 1870, inclusive, will be received at this Office until Noon of the 10th November, 1869.

All information required, and Blank Forms of Tender may be obtained on application to the Superintendent of Victoria Gaol.

Tenders to be addressed to the Colonial Secretary and endorsed "Tender for Gaol Contract,

1870."

POST OFFICE NOTIFICATION.

It is hereby notified that under the provisions of a Treasury Warrant dated the 17th August last, which will come into operation on the 1st January next, the privileges granted to Officers of the Navy and Army serving abroad and in the Colonies, of sending and receiving their letters at reduced rates of Postage has been withdrawn.

After the 31st December 1869, therefore, the Officers of both services will be placed, as regards the Postage on their Letters, upon the same footing as the general Public.

GOVERNMENT NOTIFICATION.

It is hereby notified that ISAAC J. ALLEN, Esquire, Consul for the United States, being about to return to America has requested His Excellency the GOVERNOR to recognize Lieutenant-Colonel CHARLES NOBLE GOULDING as Acting Consul for the United States from this date, the said Lieutenant- Colonel CHARLES NOBLE GOULDING having been appointed Consul by the United States Government, and the receipt of his Exequatur as such being soon expected. Under the circumstances, His Excellency has recognized the said Lieutenant-Colonel CHARLES NOBLE GOULDING as Acting Consul from this date, and till further notice.

M. BOSMAN, Esquire, Netherlands Consul, having appointed GEORGE J. HELLAND, Esquire, to exercise the functions of Acting Consul during his temporary absence from the Colony, it is hereby notified that His Excellency SIR RICHARD GRAVES MACDONNELL, C.B., has been pleased to recognize such appointment provisionally and until further notice,-pending approval from Her Majesty's Government.

It is hereby notified, that Her Most Gracious Majesty The QUEEN, by Additional Instructions under the Royal Sign Manual and Signet, dated Osborne House, Isle of Wight, the 16th of August, 1869, and addressed to His Excellency SIR RICHARD GRAVES MACDONNELL, C.B., has been pleased to appoint CECIL C. SMITH, Esquire, to be a Member of the Executive Council of the Colony of Hongkong.

The Honorable CECIL C. SMITH has been this day sworn in accordingly.
