By His Excellency SIR RICHARD GRAVES MACDONNELL, Knight, and Companion of the Most Honorable Order of the Bath, Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same.

Wheras by the "Chinese Passengers Act, 1855," it was among other things provided that it should be lawful for the Governor of Hongkong to declare by Proclamation for the purpose of the said Act what should be deemed to be the duration of the voyage of any Chinese Passenger Ship; And whereas on the 19th day of September, 1868, I, SIR RICHARD GRAVES MACDONNELL as such Governor as aforesaid, did by a Proclamation duly made under the Provisions of the said Act, and for the purposes thereof, declare that the Rule of Computation by which the Length of Voyage of any or Ship propelled by Steam and also of any Ship or Vessel propelled by Sails with the aid of auxiliary Vessel Screws worked by Steam and carrying Chinese Passengers from Amoy to Manila should be from October to March, (both inclusive) Eight Days; and from April to September, (both inclusive) Twelve Days; And whereas it is expedient in the case of Vessels having only auxiliary Screws to ensure that their Steam Power be not merely nominal:

Now, therefore, I, SIR RICHARD GRAVES MACDONNELL, Do by this my Proclamation, for the pur- poses of the aforesaid Act, Declare that the Rule of Computation contained in the said Proclamation of the 19th Day of September, 1868, as to the duration of the Voyage of Chinese Passenger Ships from Amoy to Manila shall as respects any Ship or Vessel propelled by Sails with the aid of auxiliary Screws worked by Steam apply only to any such Ship or Vessel having auxiliary Steam Power suffi- cient to propel her without the aid of Sails at the rate of 5 statute miles in the hour.
