II. III. The said Wharf and Pier shall be constructed in accordance l'lans and with certain Plans and Specifications deposited in the Land Office Specifications of the Colony and approved by the Governor in Council.

IV. The Company may, from Time to Time, make any Alter- Alterations in ations and Additions to the said Wharf and Pier, provided the Wharf and same be in accordance with a Plan and Specification deposited in the said Land Office and approved by the Governor in Council.

V. It shall be lawful for the Company, from Time to Time, Power to to lay down, maintain, and renew sunken Tramways from the construct Foot of the Pier and Wharf across the Public Praya connecting Tramways. the Pier and Wharf with the Premises of the Company, situated on the Marine Lots aforesaid or adjoining the same: Provided always that all such Tramways shall be laid in accordance with a Specification to be approved by the Governor in Council.
VI. The Company shall cause to be affixed on the said Pier and Wharf and to be exhibited from Sunset to Sunrise, such Lights as the Harbor Master may from Time to Time direct.

VII. The Company shall take such Measures as may be neces- Company to sary to prevent Silting or the Accumulation of Mud, Sand, or other prevent Silting Matter around the Pier or Wharf, and shall conform to such &c., and Regulations as the Governor in Council may deem it expedient of Praya. to make for the Purpose of preventing Obstruction to the Traffic of the Prava.

Vessels.
VIII. All Vessels belonging to or engaged in the Service of Her Priority of Majesty's Government shall have Priority of Use of the Pier or Use of Wharf Wharf at the ordinary current Rates, without Prejudice to the to certain Rights of other Vessels actually using the Wharf, and all other Vessels shall have the Right of using the Pier or Wharf at the current Rates in Order of Priority of Application, subject never- theless to any Bye-Laws which may be made under the Provision next hereinafter contained, to provide for Cases of Urgency.
IX. It shall be lawful for the Company from Time to Time to Company to make such Bye-Laws as they shall hink fit for all or any of make Bye- the following Purposes, and also to repeal and vary the same:-
1. For regulating the Use of the Wharf and Pier.
2. For regulating the Use of the Tramways.
3. For regulating the Admission of Vessels to the Wharf and Pier and their removal from the same, and for the good Order and Government of such Vessels, whilst lying alongside the Wharf and Pier.
4. For regulating the Shipping and Unshipping and Landing all Goods within the Limits of the Wharf and Pier.
5. For regulating the Duties and Conduct of all Persons as well as the Servants of the Company who shall be employed in or at the Wharf and Pier.
6. For regulating the Use of Fircs and Lights at or near the Wharf and Pier and within any Vessel lying alongside the Wharf and Pier.
7. For preventing Damage or Injury to any Vessel or Goods
lying at or alongside the Wharf and Pier.
8. For regulating the Duties of the Porters and Coolies crn- ployed in the Wharf and Pier, and affixing the Rates to be paid to them for carrying any Goods, Articles, or Things from and to the same.
9. For preventing Sampans or Boats of any Description fas-
tening themselves on to the Pier.
10. For preventing Vessels anchoring within a Distance dangerous to the Pier, or so as to interfere with Vessels using or intending to use the same.
Provided always that no such Bye-Laws as aforesaid, nor any Repeal or Variation thereof, shall come into Force until the same shall have been approved by the Governor in Council, and shall have been published in the Gazetté.
Laws.
X. Every Person who shall commit a Breach of any Bye-Law Penalty for made in pursuance of this Ordinance, shall on Summary Conviction Breach of Bye-Laws. thereof before a Magistrate be liable to a Fine not exceeding Fifty Dollars.
XI. In all Proceedings before any Court, the Bye-Laws of the Proof of Company in Force for the Time being under this Ordinance, shall Bye-Laws. be sufficiently proved by the Production of a Copy of the Gazette
in which the same shall be published and contained.
XII. This Ordinance shall continue in Force for Thirty Years Duration of to be computed from the First Day of January, 1871: Provided Ordinance. always that the Governor in Council may from Time to Time, so often as he shall think it expedient, by an Order to be published
