PROCLAMATION.
By His Excellency SIR ARTHUR EDWARD KENNEDY, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, Companion of the Most Honourable Order of the Bath, Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same.
Whereas by Section II of Ordinance No. 9 of 1858, it is enacted among other things that it shall be lawful for His Excellency the Governor in Council to establish any new Market within the District of Victoria; And whereas by Section VIII of "The Markets Ordinance, 1867," it is enacted that the expression "District of Victoria," shall mean the Nine Districts of the City of Victoria established and defined by Section III of the "Victoria Registration Ordinance, 1866," and shall extend to and include such other Localities in the Colony as the Governor in Council may from time to time direct, and as shall be signified by Proclamation under the Hand of the Governor; And whereas it is proposed by His Excellency the Governor to establish a new Market in the Village of Shan-ki-wán, being a locality not included at present within the "District of Victoria" as defined by Section VIII of "The Markets Ordinance, 1867:"
Now, therefore, I, SIR ARTHUR EDWARD KENNEDY, Governor as aforesaid, in pursuance of the said last mentioned Section and by virtue of the Authority thereby in me vested, do by this Procla- mation under my Hand signify that the Expression "District of Victoria" in Section II of Ordinance No. 9 of 1858 shall extend to and include the said Village of Shau-ki-wán.

GOVERNMENT NOTIFICATION.

It is hereby notified that, in accordance with Section 12 of "The Police and Lighting Rate Ordinance, 1863," His Excellency the Governor, by and with the Advice of the Executive Council, has fixed the Police Rate for the Year 1873, at 7 per cent for Houses in the City of Victoria; and, in accordance with Section 18 of the same Ordinance, at Five per cent for Houses in the outlying Villages of the Colony.
His Excellency has also, by and with the Advice of the Executive Council, and in accordance with the Provisions of Ordinance No. 4 of 1868, fixed the Fire Brigade Rate at per cent for Houses in the City of Victoria.
