His Excellency SIR ARTHUR EDWARD KENNEDY, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, Companion of the Most Honourable Order of the Bath, Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies, and Vice-Admiral of the same, having this Day taken the usual Oaths, and assumed the duties of this Government, is pleased to direct that the following Commission from Her Most Gracious Majesty The QUEEN be published for general information.

I. VICTORIA, by the Grace of God, of the United Kingdom of Great Britain and Ireland, Queen, Defender of the Faith, to Our Trusty and Well-Beloved SIR ARTHUR Edward Kennedy, Knight Commander of Our Most Distinguished Order of Saint Michael and Saint George, Companion of Our Most Honourable Order of the Bath, Greeting: Whereas by certain Letters Patent under the Great Seal of Our United Kingdom of Great Britain and Ireland, bearing date at Westminster the Fifth day of April, One thousand Eight hundred and Forty-three, in the Sixth Year of Our Reign, We did erect the Island of Hongkong and its Dependencies into a separate Colony, to be known and designated as the Colony of Hongkong, and did make provision for the Government of Our said Colony; And Whereas by Our Order in Our Privy Council, bearing date the Fourth day of February, One thousand Eight hundred and Sixty-one, in the Twenty-fourth Year of Our Reign, it was Ordered that the Kowloon District therein described should be part and parcel of Our said Colony; And Whereas, We did by certain other Letters Patent, under the Great Seal of Our United Kingdom of Great Britain and Ireland, bearing date at Westminster, the Fourteenth Day of October, One thousand Eight hundred and Sixty-five, in the Twenty-ninth Year of Our Reign, constitute and appoint Our Trusty and Well-Beloved SIR RICHARD GRAVES MACDONNELL, Knight, and Companion of Our Most Honourable Order of the Bath (now also a Knight Commander of the Most Distinguished Order of Saint Michael and Saint George), to be Our Governor and Commander-in-Chief in and over Our said Colony of Hongkong and its Dependencies for and during Our Will and Pleasure: NOW KNOW YOU that We have revoked and determined, and by these Presents do revoke and determine the said last recited Letters Patent, and every clause, article, and thing therein contained. And further know you that We, reposing especial Trust and Confidence in the Prudence, Courage, and Loyalty of you, the said SIR ARTHUR EDWARD KENNEDY, of Our especial Grace, certain Knowledge, and mere Motion, have thought fit to constitute and appoint, and do by these Presents constitute and appoint you to be, during Our Will and Pleasure, Our Governor and Commander-in-Chief in and over Our said Colony of Hongkong and its Dependencies, and over all Forts and Garrisons which are now or may
