It is a matter of regret that although there has been no diminution in the amount of labor imposed upon the Officers and no decrease in the efficiency of the Department, the foregoing state- ment shews a falling off in the Revenue. This falling off arises (1) from the discontinuance of the Mail service between Hongkong and Manila; (2) from the falling off in the correspondence to and from the Continent resulting from 'the Franco-German War, and (3) from the reduction of one penny per half ounce in the rates of Postage on Letters between China and the United Kingdom.

The Colonial Expenditure in 1871, for Post Office purposes (including $2,730.60 for conveyance of Ship Mails, and payments made to the United States' Post Office amounting to $716.94, for the conveyance of British closed Mails between Shanghae and Nagasaki, and between Yokohama and fliogo) amounts to

It will thus be observed that the excess of the Colony's Postal Revenue over its ordinary Expenditure for Post Office purposes during the past year amounted to $33,472.92 which, with $4,093.77 profit on amounts remitted to London, makes a total excess in favor of the Colony amounting to $37,566.69.
