Objects and Reasons,

The object of this Bill is set forth in the preamble. The Bill follows generally the lines of the Companies (Colonial Registers) Act 1883. The Governor-in-Council is em- powered to relieve a company from the necessity of keeping its register at the registered office in Hongkong. In such case the register kept at the head office of the company is to be deemed the register kept under Ordinance 1 of 1865.

Repeal of

BE it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:-

1. This Ordinance may be cited as "The Local Com- munities Amendment Ordinance, 1907," and shall be read and construed as one with the Local Communities Ordin- ance, 1899, hereinafter called "The Principal Ordinance”.

2. Section 29 of the Principal Ordinance is hereby section 29 of repealed and the following shall be substituted for and read the Principal in lieu of the said section :-

29.—(1.) Where, in the opinion of the Governor, there is an undue prevalence of crime in any District or Sub-district, or any District or Sub- district Committee appears to him to be unable to or to fail to maintain peace and good order in sneh District or Sub-district or any tumult or disorder has taken place, it shall be lawful for the Governor to station Police or extra Police in such District or Sub-district, and to order the levy of a special rate either upon such District or Sub-district or upon any particular village or villages therein situate to an amount sufficient to defray the whole or any portion of the cost of such Police.

(2.) When the levying of any such special rate is ordered by the Governor, he may,

by such order, specify the procedure by which payment of such rate may be enforced summarily by a Magistrate, and all Magistrates shall have jurisdiction so to enforce the same accordingly. Passed the Legislative Council of Hongkong, this 3rd day of October, 1907.
