The Ordinance is intended as a temporary measure, and it is proposed to embody its provisions in the consolidated Merchant Shipping Ordinance when that bill comes before the Council again.

An Ordinance enacted by the Governor of Hongkong, with the advice of the Legislative Council thereof, for the more effectual Protection of Her Majesty's Naval Stores, and for the Regulation of Pawn- brokers' Licences.

E it enacted by the Governor of Hongkong, with the advice
of the Legislative Council thereof, as follows:--
I. This Ordinance may be cited as "The Naval Stores Ordi- nance, (Hongkong) 1875.”
II. In this Ordinance:-
The term "The Admiralty" means the Lord High Ad- miral of the United Kingdom, or the Commissioners for executing the office of Lord High Admiral, and shall be deemed to include the officer in command of Her Majesty's naval forces in the Colony.
The term "Dealer in Marine Stores" means a person dealing in buying and selling anchors, cables, sails, or old junk, old iron, or marine stores of any description.
The term "Dealer in Old Metals" shall mean any person dealing in buying and selling old metal, scrap metal, broken metal, or partly manufactured metal goods, or defaced or old metal goods, and whether such person deals in such articles only, or together with second hand goods or marine stores; and the term "Old Metal" shall mean the said articles. The term "In Her Majesty's Service," when applied to persons, applies also to persons in the employment of the Admiralty.
The term "Stores" includes all goods and chattels and any single store or article.
III. No person shall, after the commencement of this Ordi- nance, use or exercise the trade or business of a dealer in marine stores, or a dealer in old metals, unless he be the holder of a licence for that purpose.
IV. Every such licence shall be granted by and held at the discretion of the Governor on such conditions as to fees and subject to such regulations as shall, from time to time, be pre- scribed by the Governor in Council.
V. Every dealer in marine stores to whom a licence shall have licence to keep been granted shall keep a book or books fairly written, and shall books, &c.
enter therein an account of all such marine stores, or old metal, as he may, from time to time, become possessed of, stating in res- pect of each article the time at which and the person from whom he purchased or received the same, adding in the case of every such last mentioned person a description of his business and place of abode.

VI. Every person to whom such licence shall have been grant- ed shall, whensoever thereunto required by the Superintendent of Police, or any Inspector of Police, or by any other member of the Police force, bearing a written order in that behalf under the hand of the said Superintendent, produce for the inspection of the party so requiring him all or any marine stores or old metal in his possession or subject to his control and all books and papers relating to the same.
VII. If any person acts in contravention of the provisions con- tained in sections III, V, or VI, or any regulation made under sec- tion IV, he shall be liable on summary conviction before a Magis- trate to a penalty not exceeding two hundred dollars, or to be imprisoned for any term not exceeding three months, with or without hard labour.
VIII. The provisions of section IV shall be applicable to all licences hereafter to be granted to pawnbrokers.
IX. The marks described in the schedule to this Ordinance may be applied in or on stores therein described to denote Her Her Majesty's Majesty's property in stores so marked.

It shall be lawful for the Admiralty, their contractors, officers,. and workmen, to apply the said marks, or any of them, in or on any such stores as are described in the said schedule.
