16. The salt surveyor of surveyore shall, from time to time, inuke such retures to the Govenor as he requires with respect to the brild, Viuansions, draught, burden, rate of sailing, room for fuel, smi the nature and particulars of machinery and equipments of the stem-slip surveyed by him or thom; and every owner, master, and engineer of any such ship shall, on demand, give to such enrveyor or surveyors all such in- form:tion and assismuco within his power as he or they require for the purpose of such returns; and every such owner, master, or engineer who, on being applied to for that purpose, wilfully retuses or neglects to give such informa tion or assistance, shall eur a penity not exceeding twenty-five dollars.

VI. The marter of any steam-ship carrying more than twelve passengers shall, upon application to the Harbour Master for a port clearance, state the number of passengers he pa poses to carry in the then projected voyage; and if anch sumber shall be in excess of the number mentioned in the certificate, the Harbour Master may refuse a port clearnúce to such ship. Any mester wilfully misrepre- seming the number of passengers so about to be carried shall incur a penalty not exceeding two hundred and fifty dollars.
2. Any master of any such ship who shall, after having. obtained such port clearance, wilfully take or receive on board such vessel any number of passengers greater than that allowed by the said port clearance, shail, on conviction, incur a penalty not exceeding two hundred dollars in addi- tion to a penalty not exceeding five dollars for every such passenger in excess of the number permitted to be curried by the said port clearance; and the master of any such ship proceeding to sea withom a port clearance shall ineur à penalty not execeding Ave huidvol dollars.
3. I shall be lawful for the Governor la Council to pro- hibit the conveyance of deck passengers by any steam-ship. 4. This section shall not apply to ships or vessels which come within the operation of the Chinese Passengers' Act, 1855, or of any Ordinance made or hereafter to be made in pursuance of the provisions thereof.

VII. It shall not be lawful for euy steam-ship of Jess than fifty tons burden to carry passengers for hire within the waters of the Colony, or to any place outside the waters of the Colony, daloss sie has obtained a lience as herein- after provided, and in case any such steam-ship shell be so employed as forcnid without a licence, the owner, mas- ter, or person in chargo thereof shall incur a penalty not exceeding tive-bendred dollars.
2. The Harbour Master may issue to stem-chips of less than fifty tons burden licences for carrying passengers npon the conditions proscribed by such regulations na aro for the time being in force under this section.
2. The regulations contained in the table F of the schedule hereunto annexed shall coming in force unul altered or repealed os hereinafter provided.
4. The Governor in Council may, from time to time, alter, amoud, or repeal the said regulations or any of them, and may make other relations as he deans requisite.
Every new regulation and every alteration, amendment, or repeal of an existing regah ilon shall be published in the Gazette, and after such publicstion shall have the force of law,

6. If any unlicensed steam-ship or less than fifty tons Lurden arrives in the waters of the Colony carrying more passengers in proportion to her size than she would be becused to carry under the regulations for the time being in force under this section, the master thereof shall incur a penalty not exceeding one hundred dollars.
7. If any steam-ship licensed nader this section plies in the waters of the Colóny without a certificated master or engineer as provided by table ̧7, the owner thereof shail incur a penalty hot exceeding "one hundred dolia.s or im- priscomment with or without hard labour for a period not exceeding three months.
