GENTLEMEN,-In reply to your letter of the 23rd instant, I have to inform you that His Excel- lency the Governor cannot sanction any deviation from the requirements of the Emigration Ordinances as to the Contract passengers you intend despatching by the British steamer Mecca for Australia.
