PARIS, March 21, 1884.
I have the honour to transmit herewith to your Lordship, in original, the Convention for the pro- tection of submarine cables, signed on the 14th instant by myself, on the part of Great Britain, and by the Plenipotentiaries of the twenty-five other States parties to it, on behalf of their respective Govern-
ments.
I transmit also the procès-verbal of signature, which was signed by the other Plenipotentiaries and myself on the 14th March.
Your Lordship will observe that the procès-verbal contains a provision that the exchange of the ratifications of the Convention shall be made through the French Government.
