91. If the wheel of a heavy motor car is not pueumatic nor of soft or elastic material approved by the Captain Superintendent of Police, its diameter shall be not less than two feet.
92. A heavy motor car shall have suitable and sufficient springs between each axle and the frame of the chassis and shall otherwise be in good order and condition to the satisfaction of the Captain Superintendent of Police.
Trucks, Carts, Vans, and Horse or Bullock Drawn Vehicles.
93. A truck, cart, van, or horse or bullock drawn vehicle shall be provided with an efficient brake in good working order. Any Police Officer may at any time examine the brake of such vehicle, and if in his opinion the brake is not efficient he may cause such vehicle to be taken to a Police Station.
94. The width of the face of the tyre of a truck, cart, van, or horse or bullock drawn vehicle shall be not less than three inches and the diameter of the wheel shall be not less than 15 inches. The Captain Superintendent of Police may in his discretion prescribe a greater width of tyre or diameter of wheel if the weight of the vehicle or of the load which it is designed to carry renders it in his opinion expedient to do so.
95. An applicant for a truck licence shall as a condition of the issue of such licence enter into a bond in the sum of $50 with one surety to the satisfaction of the Captain Superintendent of Police making obligatory the attendance before the Captain Superin- tendent of Police of the licensee or the driver of the truck, whenever required, and the payment of fines, compensation, or damages imposed, awarded, or recovered on, against, or from the licensee or the driver of such truck.
96. Except with the permission in writing of the Captain Superintendent of Police, and subject to such conditions as he may see fit to impose, a licensee of a truck shall not transfer his licence.
97. Except with the permission in writing of the Captain Superintendent of Police, a truck shall not exceed six feet six inches in width between its extreme projecting points, nor fourteen feet in total length, nor shall the load placed upon a truck exceed five feet in width or ten feet in length.
Lights.
98. Every vehicle shall, between sunset and sunrise, carry a lamp or lamps, properly trimmed and lighted, so as to display to the front a white light visible for such distance as will afford adequate means of notifying the approach or position of the vehicle. If the lamp or lamps are so constructed as to permit a light to be seen from the rear that light shall be red.
99. Every chair, jinrikisha, and motor vehicle shall, between sunset and sunrise, carry a lamp showing a red light when seen from the rear of the vehicle.
100. A motor car shall, between sunset and sunrise, carry at the rear a lamp properly trimmed and lighted so as to illuminate and render readily distinguishable the licence number at the rear.
101. A motor bicycle or motor tricycle shall, between sunset and sunrise, carry a light properly trimmed and lighted so as to render readily distinguishable either the two front licence numbers or the rear licence number.
102. A motor car shall, between sunset and sunrise, carry two lamps fixed horizon- tally so as to show the width of the car.
103. The headlight or headlights on a motor vehicle shall be so arranged that no portion of the beam of light shall fall outside a plane parallel to and 42 inches above the roadway measured at a distance of 100 feet in front of the vehicle.
