No. 189.-His Excellency the Governor has been pleased to appoint Major CHRISTOPHER WILLSON, O.B.E., to.act as Assistant Superintendent, Prison Department, during the absence on leave of Mr. JOHN WILLIAM FRANKS or until further notice, with effect from the 26th March, 1920.

No. 190.-His Excellency the Governor has been pleased to appoint, under section 19 of the Public Health and Buildings Ordinance, 1903, Ordinance No. 1 of 1903, Lance Sergeant 122 C. DORRINGTON to be a Sanitary Inspector for Stanley, with effect from the 17th March, 1920.

No. 193. The following Finding of the Marine Court of Enquiry held on the 31st March, 1920, to enquire into the charge against Mr. CHARLES JAMES KIRKPATRICK, Second Engineer of the British Steamship Fansang, is published for general information.
FINDING.
We find that Mr. CHARLES JAMES KIRKPATRICK the number of whose certificate of competency as Second Engineer is 4690 of Vancouver, British Colombia, when serving as Second Engineer on board the British S.S. Fausang, Official Number 105,800, of London, did absent himself from his ship at the moment of sailing in defiance of direct orders to the contrary from the Master of that ship, on the 12th March, 1920.
Taking into consideration the testimonials produced, and the fact that no official certificates of conduct and ability from the Royal Navy, in which he served for 18 years, are produced, we adjudge that his certificate of competency as Second Engineer be sus- pended for two (2) calendar months.
Given under our hands at Victoria, in the Colony of Hongkong, this Thirty-first day of March, 1920.
