The recommendations now made will, however, permit of the signalling and reporting being under the supervision of the Harbour Master, and we consider it most desirable that the Government should appoint a permanent Committee of three representatives of shipping interests who, when necessary, could be consulted by the Harbour Master and would confer with him respecting matters they wish to bring to his notice, and would also be the recognised means of communication with that Department respecting any further improvements which the shipping community might desire to suggest.

16. We are agreed that these proposals if carried out will ensure an improved system of signalling and reporting vessels; they entail à moderate outlay and a small increase in annual expenditure for upkeep, but we consider these necessary to provide an efficient service.
