Minutes of the proceedings of the SANITARY BOARD, at a meeting held on Friday, the 24th day of November, 1899.

PRESENT:

The Principal Civil Medical Officer, (Dr. JOHN MITFORD ATKINSON), President.

The Director of Public Works, (The Honourable ROBERT DALY ORMSBY). The Medical Officer of Health, (Dr. FRANCIS WILLIAM Clark). EDWARD OSBORNE, Esquire.

Minutes.-The minutes of regular meeting No. 37 of 9th November were confirmed.

Lime-washing and Cleansing.-An application for exemption of No. 2, Elgin Street from lime-washing and cleansing was considered.

Mr. EDWARD OSBORNE addressed the Board and moved―

That the application be refused.

The Director of Public Works seconded.

Question-put and agreed to.

An application for extension for 3 weeks of the period allowed for lime-washing and cleansing No. 53, Graham Street, as the building is unoccupied, and in course of repair was agreed to.

Larcenies at Cemeteries.-A report of the larceny of certain grave fittings at the Public, and Roman Catholic Cemeteries, and of the arrest and conviction of a man in connection therewith, was laid on the table.

An application for a licence to keep Swine was considered.

The President proposed-

That the application be granted.

The Medical Officer of Health seconded. Question-put and agreed to.

Bubonic Plague.-A further report of the progress of Bubonic Plague at Bombay City, for the period 10th to 23rd October, 1899, was laid on the table.

Mortality Returns from Macao-For the weeks ended 29th October, and 5th November, 1899, were laid on the table.

Mortality Statistics for this Colony-For the weeks ended 11th and 18th November, 1899, were laid on the

Unwholesome Well at No. 4, Queen's Road Central-A report from the Government Analyst on the unwholesome state of the water, of this well, was considered.

The President moved-

That this well be closed.

The Medical Officer of Health seconded. Question-put and agreed to.

Chinese Tenement Houses in accordance with modern Sanitation.-A reply that the Government is not prepared to erect any such houses was considered.

Mr. EDWARD OSBORNE moved—

That Government be asked to say whether they are prepared to adopt the first part of the Board's motion in this

matter, viz.: "the offer of a premium for the best plan for such a tenement house."

The Medical Officer of Health seconded.

Question-put and agreed to.

The President moved-

That strangers be requested to withdraw.

The Medical Officer of Health seconded.

Question-put and agreed to.

A confidential meeting was then held.

Adjournment.-The Board then adjourned till Thursday, the 7th day of December, 1899.
