REPORT OF THE FINANCE COMMITTEE.-On Council resuming, the Colonial Secretary, by command of His Excellency the Governor, laid on the table the Report of the Finance. Committee, dated the 1st November, 1906, and moved its adoption.

His Excellency the Governor addressed the Council with reference to the Observatory Inquiry.

With reference to Government Notification No. 1035 of the 13th December, 1906, that the appointment of BASIL REGINALD HAMILTON TAYLOR, Commander, R.N., (retired), as Harbour Master, Marine Magistrate, Emigration and Customs Officer, Registrar of Shipping, Superintendent of Gunpowder Depôt, Collector of Light Dues and Superinten- dent of Imports and Exports in this Colony takes effect from the Ist instant.

No. 138. His Excellency the Governor has been pleased, in accordance with instruc- tions from the Right Honourable the Secretary of State for the Colonies, to appoint CHARLES WILLIAM BECKWITH, Lieutenant, R.N., to be Assistant Harbour Master, with effect from the 1st instant.
