FINDING.
We find that the S.S. Kaiapoi Official No. 117,592 of which Mr. James Baldwin holding Certificate of Competency No. 989 of Dunedin was Master left Samarinda on the 1st September, 1931, on a voyage to Hong Kong.
That at 6.30 p.m. on September 3rd the said vessel stranded on a Reef in Latitude 4° 29' N., Longitude 119° 22' E.
We find that the cause of the grounding was that the Master mistook a point of land sighted at 5.45 p.m. and bearing N. for Sibutu Peak whereas it afterwards proved to be Wooded Island.
We find Mr. James Baldwin guilty of an error of judgment due to over confidence and we adjudge him to be reprimanded.
Given under our hands at Victoria, in the Colony of Hong Kong, this 3rd day of November, 1931.
