In England or Northern Ireland if the declaration is taken or the oath administered by a justice of the peace, to the clerk to the justices, and if by a Commissioner, to the Commissioner.

In Scotland if the declaration is taken or oath administered by a sheriff or sheriff-substitute, to the sheriff clerk, or to any of his deputes; if by a justice of the peace, to the clerk of the peace or to any of his deputes.

Of the fee of £10 payable in respect of the grant of a certificate of naturalization, £1 shall be payable on the submission of the application for a certificate, and shall in no circumstances be returned; the remaining £9 shall be payable on the receipt of the decision to grant a certificate.

Revocation.

18. The Naturalization Regulations made on the 30th December, 1914, as amended, (a) are hereby revoked but without prejudice to anything done thereunder.

Short title.

19. These regulations may be cited as the Naturalization Regulations, 1931.
