EXECUTIVE COUNCIL.

No. 271.-It is hereby notified that His Excellency the Governor in Council has given directions for the rescission of the Order of the 29th January, 1931, published in the Gazette of the 30th January, 1931, as Government Notification No. 51 declaring Bangkok to be a place at which an infectious or contagious disease, namely, plague, prevailed, and the same is hereby rescinded.

Regulations made by the Governor in Council under section 3 (L) (b) of the Tobacco Ordinance, 1916, Ordinance No. 10 of 1916, on the 4th day of May, 1931.

1. The scale referred to in regulation 1 of the Drawback Regulations, which scale has from time to time been amended or varied as appears by Government Notifications Nos. 352 and 492 of 1930 and Nos. 100 and 166 of 1931, now is and shall be,---

(a) On cigars at the rate of 65 cents per lb.

(b) On cigarettes at the rate of 50 cents per lb. (c) On tobacco manufactured in Chinese fashion :-

() without the addition of oil—

at the rate of 58 cents per lb.

(ii) with the addition of not more than 17 per cent. of oil

at the rate of 52 cents per lb.

(d) On other manufactured tobacco-

at a rate based upon the duty originally paid on the tobacco used in the manufacture: such rate to be fixed by the Superintendent in each

case.

2. The said Drawback Regulations are hereby further amended by the substitution of the scale set forth in the foregoing regulation for the scale contained in regulation 1 of such Drawback Regulations.

3. Drawbacks payable under the said Drawback Regulations, as hereby amended, shall be paid at the sterling rate for conventional dollars (referred to in the Resolution of the Legislative Council set forth in Government Notification No. 123 of 1931) fixed for the month in which the application for drawback is made, or, if the date when the goods were packed for export can in the opinion of the Superintendent be accurately deter- mined, but not otherwise, at the sterling rate prevailing when the goods were so packed.
