(2) time spent by the applicant in attending such classes as have a direct bear- ing on the training of a Marine Engineer will be reckoned at the rate of five hours to one day. The total number of days so obtained will then be accepted in lien of a certain fraction of the same period of workshop service This fraction will be fixed for each school at the time of approval, and will generally be two-thirds:

(3) an applicant who has attended a Technical School in the evening, white being employed as an apprentice Engineer or journeyman during the day, must, in order that the school time may be accepted, produce satis- factory proof that he has spent the full working day in the works at which he is employed before attending the School. Such proof will usually take the form of a statement in the testimonial as to workshop service given by the employer.

Time spent in foreign technical schools can in no circumstances be recognised.

39. Sea-service. The sea-service required by these Rules is, unless other- wise stated, service performed in foreign-going ships propelled by engines of at least the horse-power specified for the respective grades of Certificate. The nominal horse-power of a steamship, as given on the Certificate of Registry, may in all cases be accepted by the Examiners; or it may be determined by the following formula : --

Service in the home or coasting trade is regarded as being equivalent to two-thirds of the same period of time served in foreign-going vessels except where other allowances are specified.

Service in ships trading entirely abroad will be accepted as equivalent to service in foreign-going ships, provided that the distance between the extreme ports visited during the course of the voyage is at least 500 miles. If the distance is less than 500 miles, the service will only be accepted as equivalent to service in the home trade.

"Service ou regular watch" means officers' watch keeping service on main propel- ling machinery for at least eight hours each day. In no case may time spent on clerical work or on fitting or overhauling machinery, either on regular watch or on day work, be regarded as qualifying watch keeping service.

In the case of applicants for Second Class Ordinary Certificates, service to qualify must be ou the main engines and boilers, not less than six months being spent on each of these two sections, if the service is not performed simultaneously on both.

In the case of applicants for First Class Certificates, qualifying service means, as a rule, service as senior engineer in charge of the entire watch on the main propelling machinery but service in charge of a boiler room only may be regarded as qualifying up to a maximum of 12 months. Service as a second in seniority in the engine room of a vessel propelled by two or more sets of engines may also be accepted, and this without restriction; but service in the engine room as assistant engineer below this rank may ouly be accepted at half the actual time value. Service to qualify must have been per- formed while in possession of a Second Class Certificate, except in the case for which provision is made in rule 33. Candidates who qualify by service as second in seniority in the engine room or as assistant engineer below this rank will be subjected to a some- what more searching examination than those who have performed the required amount of service while in charge of a full watch.
