4. Standing Law Committee.-His Excellency the Governor appointed the follow- ing to be Members of the Standing Law Committee:-The Hon. Attorney General (Chairman), the Hon. Colonial Treasurer, the Hon. Mr. WILLIAM EDWARD LEONARD SHENTON, the Hon. Mr. JOHN OWEN HUGHES, and the Hon. Mr. Ts'o SEEN-WAN, O.B.E., LL.D.
5. The Hon. Sir SHOUSON CHOW, Kt., on behalf of the Unofficial Members congra- tulated His Excellency the Governor upon the further honour conferred on him by His Majesty the King.

6. The following papers were laid on the table :—
Rules as to the conduct of examinations instituted for persons who wish to procure colonial certificates of competency as masters, mates or engineers in the Mercantile Marine, and as to the qualifications of the applicants, laid down and made by the Governor in Council under section 4 (8) of the Merchant Shipping Ordinance, 1899, on 26th November, 1930.

MOTIONS.
7. The Colonial Secretary moved the following resolution -
"
That this Council approves the modification of its Resolution of the 19th June, 1930, on the Salaries Commission Report (set out on page 58 of the Hong Kong Hansard for 1930) by the addition thereto of the follow- ing proviso:-
Provided that, as from the 1st of January, 1931, and until the question of the exchange rate for sterling salaries paid to Government servants while serving in the Colony is next reviewed and until such rate is altered with the approval of this Council, this Council approves that such salaries be paid as to half thereof at the rate of 1/6 to the dollar and as to the other half at the prevailing Hong Kong Treasury rate”.
The Colonial Treasurer seconded.

8. Nurses Registration Bill.--The Attorney General addressed the Council and moved the First reading of a Bill intituled "An Ordinance to provide for the registration of nurses for the sick."
