GENERAL LICENCE.

His Excellency the Governor, on behalf of His Majesty, and in pursuance of the powers reserved in the Trading with the Enemy Proclamations and all other powers thereunto him enabling, doth hereby give and grant licence to all persons and bodies of persons resident carrying on business or being in the Colony of Hongkong to trade and have commercial and financial transactions with persons or bodies of persons resident or carrying on business in Arabia :

Provided always that any licence which may be necessary in respect of any trans- action under any prohibition of export or prohibition of import for the time being in force in the Colony is first obtained:

Provided also that this licence shall not permit any person or body of persons to pay to or for the benefit of any person or body of persons resident or carrying on business in Arabia any sum of money which by the terms of the Trading with the Enemy Amendment Ordinances is required to be paid to the Custodian appointed under the said Ordinances but such sums of money must be paid to the said Custodian :

Provided further that this licence shall not permit any person or body of persons to pay or deliver any sum of money or property which is or but for the war would have been due or deliverable to any person or body of persons resident or carrying on busi- ness in Arabia in respect of a transaction entered into before the outbreak of war.
