APPOINTMENTS, &c.

No. 498.-His Excellency the Governor has been pleased, under Section 4 of the Midwives Ordinance, 1910, Ordinance No. 22 of 1910, to appoint Dr. GEORGE ERNEST AUBREY to be a Member of the Midwives Board during the absence of Dr. ROBERT MACLEAN GIBSON or until further notice, with effect from the 18th October, 1919.

COLONIAL SECRETARY'S DEpartment.

No. 499. With reference to Notification No. 399 published in the Gazette of the 29th August, 1919, respecting the percentage of total value due to Colonial labour and materials which will entitle goods to be regarded as the produce or manufacture of some part of the Empire and consequently to be imported into the United Kingdom under the general licence referred to in Notifications Nos. 152 and 278 of the 4th April and the 20th June, 1919, it is hereby notified that His Majesty's Government have decided to reduce the percentage from 75 to 60 per cent. This reduced percentage is to be based on the value of the goods at the factory and not on the f.o.b. value.

No. 500.-The following translation of a Decree issued by the President of the Republic of Peru on the 2nd June, 1919, containing the requirements as regards pass- ports for foreigners entering that country, is published, for general information.

ENTRANCE OF FOREIGNERS INTO NATIONAL TERRITORY.

THE PRESIDENT OF THE REPUBLIC

Considering :-

That the presence of foreign anarchist agitators in the Country proved by the Authorities in this Capital, in connection with late events, makes it necessary to take measures to avoid their entry into National Territory in future

Decrees:--

Art. 1.-Foreigners who desire to disembark in Peruvian ports, must be in possession of a personal passport, in which they may, however, include relatives, provided that they are not over 12 years of age.

Art. 2.--The Passport, besides containing a personal description, must be accompanied by a recently taken photograph of the bearer and be signed by him.

Art. 3.-The Passport must be presented for 'legalisation at the Legation, or failing that, at the Peruvian Consulate, in the Country of residence, without which a foreigner will not be admitted into the Republic. Art. 4.--The Ministry for Foreign Affairs is charged with the enforcement of the present Decree, and with supplying the Officials of the Republic abroad with Passport Forms and the necessary instructions regarding their issue.
