SIR, I have the honour to inform you that the following arrangements have been made with regard to the exportation of goods from the United Kingdom to Finland.
2. Goods will be divided into two categories
(A) Those included in the Free List, which appears as Appendix 2 of the pamphlet enclosed in my despatch Circular (2) of the 22nd of May, 1919, may be shipped without any restriction.
(B) In all other cases export licences will be granted only after import licences have been granted by an Inter-Allied Trade Committee which has been established at Helsingfors. When the Committee has issued an import licence, His Majesty's Consul will report the fact by telegraph to His Majesty's Government, and arrangements will then be made for the granting of the necessary permission for exportation. It will be neces- sary for the goods when shipped to be accompanied by a document shewing that permission has been granted for their exportation to Finland.
3. It is thought that it would be convenient if a similar arrangement could be made as regards exports from the British Colonies and Protectorates to Finland. In that case it is suggested that, if the Colonial or Protectorate Governments should receive applica- tions for permission to export goods (not being goods on the Free List) to Finland, the applicant should be advised to instruct the intending consignee to communicate with the Inter-Allied Trade Committee. If an import licence were granted, His Majesty's Consul would report the fact to His Majesty's Government, and I should then inform the Oversea Government concerned by telegraph.
4. I take this opportunity to invite your attention to notices appearing in the 'Board of Trade Journal" of the 20th March, respecting trade with Finland, North Russia, Archangel and Murmansk; in the issue of 17th April respecting exports to Murmansk, Archangel, and White Sea Ports; and in the issue of 22nd May respecting shipments to Archangel.
