No. 267. It is hereby notified that His Majesty's Government have decided that after the 30th April, 1919, the percentage of enemy value which Belgian goods imported into Hongkong are at present allowed to contain shall be reduced from twenty-five per cent. to five per cent. as in the case of goods emanating from all other sources. His Majesty's Consular officers in Belgium are being instructed to issue certificates of origin after that date for Belgian goods which owe only five per cent. of their total value to enemy material or labour.
No. 268. The following Finding of the Marine Court of Enquiry held on the 10th June, 1919, to enquire into charges of misconduct and drunkenness against Mr. W. Hudson, late Second Mate of the British Steamship Chun Sang, is published for general information.

FINDING.
We find that Mr. W. Hudson, the number of whose certificate of competency as Master is 024006 of London left the bridge, while in charge of the deck of the British S.S. Chun Sang (in which ship he was serving as Second Mate) without being relieved and without permission, while the ship was sea, at 8.40 p.m. on 16th May, 1919, and again at 9.10 p.m.
We further find that he was on the same date and time under the influence of drink to such a degree as to render him unfit for duty.
We therefore direct that the certificate of competency shall be suspended for 6 months.
