The period of the licence shall be 3 years commencing on the 1st day of October, 1920, which period may be extended in accordance with the regulations.

Unless otherwise agreed the licensee shall provide and place in service fit and ready for use on and after the First day of October, 1930, not less than 9 ferry vessels, of which 2 shall he ferry vessels in reserve, not less than 90 feet long over all measurement with suitable beam not less than 16 feet and of a speed of not less than 10 knots, fitted with a navigation bridge and watertight bulkheads and in all respects to the satis- faction of the Harbour Master, and painted in such colours as he may direct and duly surveyed and licensed under the Merchant Shipping Ordinance, 1899.

Every tenderer must submit with his tender a list of maximum charges for the carriage of animals, birds, goods, merchandise, minerals and parcels; but the settlement of those charges and their inclusion in the licence is for the information of the public only and implies no monopoly to the licensee in the matter of the carriage of goods or things of any description.

Every tender shall state the monthly rent offered, which shall be payable in advance on the 1st day of each month from the commencement of the term.

No tender shall offer any premium or consideration for the licence other than the monthly rent.

Every tenderer must deposit with the Colonial Treasurer the sum of $1,000 as security and shall forward the Treasurer's Receipt therefor to the Colonial Secretary with his tender. The deposit of an unsuccessful tenderer will be returned to him in accordance with the regulations.

The successful tenderer must furnish security by deposit with the Colonial Treasurer in a sum equal to twelve months rent for the establishment of the group of ferries on the

proper date and for its efficient maintenance during the term of the licence including any and every extension (if any) thereof and for the compliance by the licensee with all the conditions of his licence and with the regulations for the time being in force relating to such ferries. Such security shall be furnished within 14 days after the post- ing to the successful tenderer of a notice of acceptance of his tender. The deposit will not be returned until such security shall have been furnished.J

Forms of tender may be obtained on application to the Colonial Secretary's Office where copies of the current regulations may be seen.

The Government does not bind itself to accept the highest or any tender.
