No. 217.--His Excellency the Officer Administering the Government has been pleased to appoint Mr. ROBERT OLIPHANT HUTCHISON, M.B.E., to act as First Police Magistrate and Coroner until further notice, with effect from the 7th May, 1919.

No. 218. Captain BASIL, REGINALD HAMILTON TAYLOUR, R.N., returned to the Colony on the 14th May, 1919, and resumed duty as Harbour Master.

No. 219.
Regulation made by His Excellency the Officer Administering the Government relating to the Control of the Harbours, Ports, and Territorial Waters of the Colony and the Move- ments of Vessels.
Port Regulations, 1918, in Government Notification No. 497, dated 20th December, 1918, are hereby amended by the deletion of numbers 1 and 2 thereof.
No. 220.-It is hereby notified that the Valuation Lists for the Colony for 1919- 1920 will be open to inspection at the Treasury for twenty-one days, commencing on Monday, the 19th May, 1919.
No. 221--Notification No. 196, in the Government Gazette of the 2nd May, 1919, is hereby repealed, and the following notification is published in its place :---
It is hereby notified for general information that the Allied Governments have decided to withdraw all Black Lists as from midnight 28th April, 1919. The effect of this decision is to permit trading with any person or firm or company or corporation on the Black Lists, except such as are enemies within the meaning of "The Trading with the Enemy Proclamation 'No. 2" issued by His Majesty the King on the 9th day of September, 1914. · Such decision does not affect the export prohibitions published in the Gazette of the 31st January and amended in the Gazettes of the 14th February, 4th April, 11th April, and 25th April, and any person getting a permit from the Imports and Exports Office for trading with any person or firm or company or corporation must satisfy himself that such person or firm or company or corporation is not an enemy within the meaning of the said Proclamation.
NOTE. The above Proclamation of the 9th day of September, 1914, was published in the Hongkong Government Gazette of October 6th, 1914, and paragraphs 1, 2 and 5 of the said Procla- mation are as follows:-
1. The expression enemy country in this proclamation means the territories of the German Empire and the territories of the Dual Monarchy of Austria-Hungary together with all the colonies and dependencies thereof.
2. The expression enemy in this proclamation means any person or bodies of persons of whatever nationality resident or carrying on business in the enemy country, but does not include persons of enemy nationality who are neither resident nor carrying on business in the enemy country. In the cases of incorporated bodies, enemy character attaches only to those incorporated in an enemy country.
5. Provided always that where an enemy has a branch locally situated in British, allied, or neutral territory, not being neutral territory in Europe, transactions by or with such branch shall not be treated as transactions by or with an enemy.
