(5) Save as otherwise provided in these regulations, if in any ship that enters or is within the territorial waters of Malaya any camera is not at all times during which such ship is within such territorial waters in safe custody the master of such ship shall be guilty of an offence against these regulations unless he proves that he had taken all reasonable steps to ensure that such camera should be deposited and kept in safe custody as aforesaid. (6) Nothing in these regulations shall apply to any camera which is the property
of, or is being used in the service of, His Majesty or the Government.
