OATHS.

3. The Honourable the Financial Secretary, (Mr. HENRY ROBERT BUTTERS, Acting), and the Honourable Mr. WILLIAM NGARTSE THOMAS TAM took the Oath of Allegiance and assumed their seats as Members of the Council.

ANNOUNCEMENT.

4. His Excellency the Governor addressed the Council paying tributes to Mr. SYDNEY CAINE, late Financial Secretary, who had been appointed to take charge of the Economic Department of the Colonial Office, and to Mr. CHAU TSUN-NIN whose membership of the Council expired on the 2nd December, 1939.

The Honourable Sir HENRY EDWARD POLLOCK, Kt., K.C., LL.D., addressed the Council and said that on behalf of all his unofficial colleagues he desired to be associated with the remarks of His Excellency the Governor with regard to Mr. SYDNEY CAINE and Mr. CHAU TSUN-NIN.

The Honourable Mr. Lo MAN-KAM associated himself with the remarks of His Excellency the Governor and addressed the Council regarding the high opinion in which the two retiring members were held by the Chinese Community.
