4. Continuation of debate on the following resolution :-

That the Estimates of Expenditure for the year 1940-41 as now presented

be approved.

His Excellency the Governor said that the Standing Orders permitted the

Honourable Mr. ANDREW LUSK SHIELDS to continue his speech.

The Honourable Mr. ANDREW LUSK SHIELDS continued his address to the Council. The Financial Secretary made a personal statement with regard to a passage in

his speech made at the last meeting.

The Honourable Sir HENRY EDWARD POLLOCK, Kt., K.C., LL.D., on behalf of the

unofficial members thanked the Financial Secretary for his statement.

The Honourable Mr. THOMAS ERNEST PEARCE, the Honourable Mr. LI TSE-FONG, the Director of Medical Services, His Excellency the General Officer Com- manding the Troops, the Colonial Secretary and His Excellency the Governor addressed the Council.

5. Appropriation Bill for 1940-1941.-The Financial Secretary addressed the Council and moved the First reading of a Bill intituled "An Ordinance to apply a sum not exceeding Forty-nine million seven hundred and six thousand seven hundred and eighty-seven Dollars to the Public Service of the financial year beginning on the 1st January, 1940, and ending on the 31st March, 1941, and also to apply an additional sum not exceeding Five hundred and fifty-nine thousand one hundred Dollars to the Waterworks Renewals and Improvements Fund for the service of that Fund in the said financial year."

The Colonial Secretary seconded.

6. The Financial Secretary addressed the Council and moved the following

resolution

That this Council approves the carrying out of the works set out in the Schedule attached at an estimated cost of $4,436,500 and of the expen- diture in the financial years 1939 and 1940-41 of the sums set out in columns 3 and 4 of the Schedule, the cost to be met from a future loan and meanwhile to be charged as advances from the surplus balances. of the Colony pending the raising of a loan.

The Colonial Secretary seconded.

7. The Financial Secretary addressed the Council and moved the following

resolution :-

WATERWORKS RENEWALS FUND RESOLUTION.

That this Council approves the expenditure during the financial year 1939 from the balance credited to the Waterworks Renewals and Improve- ments Fund of the further sum set out in the Schedule below:-
