(4) The manager of every boarding school shall, if so required by the Director in writing, appoint a matron to be in charge of the boarders.
PART V.
Discipline.
37. Corporal punishment of girls is forbidden.
38. Corporal punishment of boys must be confined to blows with the open hand or a light cane on the palms of the hand, or on the buttocks over the clothes. Pulling or boxing the ears, blows with the fist, shaking and all other such punishments are expressly forbidden. Frequent resort to corporal punishment may be regarded as a sign of imper- fect discipline.
39. Where there is more than one teacher, corporal punishment shall be inflicted by the head teacher only, or under his express authority.
40. No persons other than teachers and pupils shall be permitted to occupy a classroom during school hours.
PART VI.
General.
41.-(1) The manager of every school shall keep a separate attendance register for each class.
(2) Such register shall be in the form approved by the Director.
42. Certificates of registration under the Education Ordinance, 1913, are issued in respect of the school, premises, New schools or and person respectively named therein.
transfers of existing schools will not ordinarily be approved in premises near to existing schools of a similar character. All changes of address, or alterations of the premises, and changes of the manager shall be submitted for approval of the Director beforehand, and when approved the certificate will be corrected accordingly by the Director.
43. No new English school shall be registered after 31st December, 1939, unless the intended principal thereof has passed the Hong Kong University Matriculation Examination or is the holder of a certificate that is in the opinion of the Director at least the equivalent of the Hong Kong University Matriculation Certificate. The registration of any existing English School shall be cancelled if after these regulations come into force any person acts or is appointed as principal who does not hold the qualification of a Hong Kong University Matriculation certificate or a certificate that is in the opinion of the Director at least the equivalent of the Hong Kong University Matriculation certificate.
