No. 647.—His Excellency the Governor has been pleased under the powers conferred by section 2 (1) of the Compulsory Service Ordinance, 1939, No. 32 of 1939, to appoint the Honourable the Commissioner of Police to be the Proper Authority for the purposes of sections 5, 6, 7, 9 and 10 of the said ordinance, with effect from the 29th July, 1939.

No. 648.-His Excellency the Governor has been pleased to authorize Mr. STEPHEN FRANCIS BALFOUR, under the provisions of section 58 of the New Territories Regulation Ordinance, 1910, Ordinance No. 34 of 1910, to hold a Small Debts Court in the New Territories at the following places :—
The Magistracy, Tai Po, the Land Office, Ping Shan, and the charge rooms of the Police Stations at Au Tau, Ping Shan, Sha Tau Kok, Sai Kung, Sha Tin, Sheung Shui, Lok Ma Chau and Castle Peak, with effect from 9th August, 1939.

No. 649. It is hereby notified that during the absence from the Colony of Herr H. GIPPERICH, Consul-General for Germany at Hong Kong, Mr. A. GELEWSKY will, until further notice, be in charge of the Consulate-General for Germany.

No. 650.-It is hereby notified that during the absence from the Colony of Mr. AKIYOSHI TAJIRI, Consul-General for Japan at Hong Kong, Mr. TAKIO ODA will be in charge of the Japanese Consulate-General.

COLONIAL SECRETARY'S DEPARTMENT.
No. 651.-It is hereby notified for general information that His Excellency the Governor has approved the establishment of a European Seamen Branch of the Hong Kong Naval Volunteer Force.
2. The new branch will provide men who, in addition to being able to use a rifle, would be able to fight three pounder and six pounder guns to be mounted in Auxiliary Craft which would be employed in the defence of Hong Kong, but it will be within the competence of the Commanding Officer, Hong Kong Naval Volunteer Force, to allot these men to any other duty for which they may show greater aptitude.
3. Volunteers in this branch would be required primarily for the defence of the Colony.
4. It is requested that any men desiring to volunteer for this branch should apply to the Commanding Officer, Hong Kong Naval Volunteer Force, York Building, who will supply particulars.
