21A. (1) The Colonial Secretary may, by command of the Governor, in writing require the publishers and editors of any newspaper to submit to the Commissioner of Police, or such other persons as the Governor may authorize, for censorship prior to publication or distribution two or more copies of every separate placard or display-sheet purporting to contain, in any language other than Chinese, an announce- ment of the contents or of a portion of the contents of the said newspaper.

(2) Any requisition under this regulation may be either for a limited or for an indefinite period and may be revoked, suspended or reimposed at any time in writing by the Colonial Secretary by command of the Governor.

(3) No person shall publish or distribute any placard or display-sheet required by this regulation to be submitted for censorship until the copies thereof have been approved and passed by the censor.

No. 624.-Ilis Excellency the Governor, under instructions received from the Secretary of State for the Colonies, has been pleased to recognize Mr. WILLIAM CHARLES AFFELD, Junior, temporarily as Vice-Consul of the United States of America at Hong Kong.

His Excellency the Governor has been pleased to appoint Mr. JOHN ALEXANDER FRASER, M.C., to be a temporary additional judge of the Supreme Court for all purposes with effect from 4th August, 1939, until further notice, without prejudice. to the appointment published in the Gazette of the 23rd October, 1936, as Government Notification No. 846.
