Provided that during a state of emergency or public danger and on the occasion of an experiment or practice in lighting control under the above Ordinance (subject as hereinafter provided in the case of tramcars) all lighting of vehicles on roads must be extinguished not later than three minutes after the sounding of an AIR RAID WARNING and shall not be lighted during a BLACKOUT.
Lighting of Tramcars.
10. When tramcars are stopped during a state of emergency or public danger in pursuance of an order or on the request of a competent authority on the occasion of an experiment or practice, from the sounding of an AIR RAID WARNING and during a BLACKOUT all tramcars on roads shall carry one red lamp in the front and one red lamp at the rear thereof, so shielded so as not to throw any light above the horizontal.
11. Exemption from the restrictions applicable to read vehicles may be granted by the competent naval, military or air force authority in respect of naval, military or air force vehicles, or by the Commissioner of Police or by the Air Raid Precautions Officer in respect of vehicles engaged on essential services subject to such conditions as may be imposed by the exempting authority covering a period up to the time of the sounding of the AIR RAID WARNING provided that such vehicles as exempted may move after the sounding of the AIR RAID WARNING with the restricted lighting as indicated in regulation 9 (a), (b), (c), (d) and (e).
Signs.
12. External illuminated signs may be used to indicate the position of a police station, fire station, first-aid post, hospital or other depot of an essential civilian service, provided:--
(i) that no lamp in the sign consumes more than 5 watts (or the equivalent) and that the number of lamps used in any one sign does not exceed one per sq. ft. area of the face of the sign;
(ii) that the sign is so screened that no light is thrown above the horizontal and that no appreciable light is thrown on the ground or on adjacent surfaces.
Lights in Buildings.
13. Lights may be used for the internal illumination of corridors and staircases in public and other buildings, provided:-
(i) that they are so screened that no light is thrown above the horizontal;
(ii) that no direct light is thrown on any part of any unobscured window;
(iii) that the intensity of illumination does not exceed .006 foot candles at any point at a distance of 4 ft. from the light.
