ORDINANCE No. 55 of 1936. (LIGHTING CONTROL).

In exercise of the powers conferred by section 2 of the Lighting Control Ordinance, 1936, the Governor in Council makes the following regulations for the control of lighting by express command :-

PART I.

1. These regulations shall come into force when the Governor in Council has proclaimed in the Gazette that a state of emergency or danger exists. They shall also be in force (subject to such modifications or relaxation as are hereinafter provided) on any occasion which the Governor in Council shall by notice in the Gazette announce as an occasion for lighting control for the purpose of experiment or practice.

2. For the purpose of these regulations "AIR RAID WARNING" means an audible warning consisting of a fluctuating or warbling note from syrens extending for a period of three minutes, or such other kind of audible warn- ing as the Governor in Council may from time to time announce to be an Air Raid Warning.

"RAIDERS PASSED SIGNAL" means a signal given at any time after the AIR RAID WARNING by means of a steady blast from syrens extending over a period of three minutes. This warning will be followed by the switching on of street lights and signifies that a BLACKOUT is ended.

“BLACKOUT” means any one or subsequent periods of time commencing with the AIR RAID WARNING and ending with the RAIDERS PASSED SIGNAL.

3. (1) All lights of the following classes and descriptions shall be extinguished and such lights shall not be lighted at any hour during a state of emergency or public danger or during the hours of darkness on any occasion for the control of lighting for the purpose of experiment or practice.

(a) Sky signs, illuminated facias, illuminated advertise- ments and other lights used outside or at the entrance to any shop or place of amusement or any other premises for the purpose of advertisement or display;

(b) Lights used inside any shop for the purpose of advertisement or display when the shop is closed for serving customers;

4. Subject as hereinafter provided, during the hours of darkness all external lights, whether public or private, shall be extinguished.

5. Subject as hereinafter provided, during the hours of darkness all internal lights in dwelling-houses, hotels, shops, warehouses, factories, docks, shipbuilding yards, wharves, jetties and other premises of all descriptions, shall be extinguished or so screened by shutters, dark blinds, dark curtains or otherwise that no light direct or indirect is visible from above or from any other direction outside the premises.
